Our Community deserves Sandbaai Park

A place for our children. A place for our families. A place for our future.

Sandbaai has grown into a vibrant community, but our public recreational facilities have not kept pace with that growth.

★ Our children deserve a safe place to play.
★ Our elderly deserve places to exercise.
★ Our athletes deserve proper sports facilities.
★ Our dogs deserve a safe place to run.
★ Our wildlife deserves protection.
★ And our entire community deserves a beautiful place to gather, relax and enjoy the outdoors.

The largest remaining green space in Sandbaai and necessary water catchment area is the ideal location for Sandbaai Park

Our vision

We believe Sandbaai’s remaining community land can become something extraordinary: a community park created by Sandbaai, for Sandbaai.

Sandbaai Park will combine sport, recreation, nature and community spaces in one carefully planned destination — providing something for children, families, seniors, athletes, dog owners and nature lovers.

It will also protect important open space and provide a place where indigenous vegetation and local wildlife can be preserved and appreciated.

The aim is not to develop every part of the land. It is to create the right balance between recreation, community use and conservation.

From neglected open space to a community asset

Much of the land at the heart of Sandbaai has remained vacant for decades.

Without a long-term vision, open land can become vulnerable to dumping, degradation, inappropriate use and pressure for development that does not address the needs of the community in which it is situated.

We believe there is a better solution.

Rather than allowing this opportunity to disappear, we want to transform the land into a safe, attractive and sustainable public asset that will benefit Sandbaai for generations.

A park with something for everyone

SPORT
Proper facilities for local sports and recreation.

PLAY
Safe, accessible spaces where children can play and families can spend time together.

HEALTH
Outdoor exercise opportunities for people of all ages and abilities.

NATURE
Protected areas for indigenous vegetation, tortoises, birds and other local wildlife.

DOGS
A dedicated, secure space where dogs can exercise off leash.

COMMUNITY
A place to meet, relax, celebrate and build stronger connections between neighbours.

Why does Sandbaai need Sandbaai Park?

Sandbaai has grown substantially, but our public recreational facilities have not kept pace with our community’s needs. We have an opportunity to protect our remaining community land and turn it into a place that serves residents of all ages.

  • Sandbaai has grown substantially over the years, but the community’s public recreational infrastructure has not kept pace.
  • The Groenberg Jukskeiklub provides an important sports facility, and Sandbaai Hall provides a valuable venue for community activities and events. But neither can meet the full range of recreational needs of a growing community.
  • A community needs more than buildings and roads. It needs places where people can be active, children can play, families can spend time together and residents can connect with one another.
  • Our children
  • Children need safe places to play, explore, ride bicycles and develop healthy outdoor habits.
  • Our young people and athletes
  • Residents should have opportunities to participate in sport and physical activity close to home, without having to travel outside the community to find suitable facilities.
  • Our seniors
  • Older residents need accessible opportunities to exercise, socialise and remain active within their own community.
  • Our families
  • Families need attractive public spaces where they can spend time together without the cost or inconvenience of travelling elsewhere.
  • Our dogs
  • Dog owners need a safe, dedicated space where dogs can exercise and socialise off leash without creating conflict with children, pedestrians or other park users.
  • Our natural environment
  • Sandbaai’s remaining natural areas are part of what makes our community special. They should be protected, not treated simply as vacant land.
  • A place for everyone
  • Sandbaai Park can bring these needs together in one carefully planned community asset.
  • The aim is not to provide everything for everyone in one space. It is to create a range of complementary spaces so that children, families, athletes, seniors, dog owners and nature lovers can all enjoy the park.
  • Sandbaai needs a place that belongs to everyone.

Our remaining community land

READ MORE: Why this land matters ▾

The land proposed for Sandbaai Park is not simply vacant land.

It forms part of the remaining community-designated land at the heart of Sandbaai — land that represents a rare opportunity to provide public facilities for the community.

Over the years, portions of this broader area have been put to community and institutional use.

Sandbaai Hall was established to serve the community. The Groenberg Jukskeiklub provides an important recreational and sporting facility. Other portions of the area have been allocated for churches.

But significant portions of the original community land remain undeveloped.

READ MORE: Why protect it?

Land is a finite resource.

Once community land is permanently allocated to another use, the opportunity to provide public recreational facilities may be lost.

Sandbaai is continuing to grow. The need for recreation, sport, open space and community facilities is therefore likely to increase rather than decrease.

We believe the remaining community land should be considered as a whole and protected through a long-term vision that balances recreation, community needs and conservation.

A community opportunity

We are not proposing that every part of the land be developed.

Our vision is to identify appropriate areas for active recreation while retaining and protecting natural areas.

The result can be a park that provides meaningful facilities without losing the open, natural character that makes the land valuable.

This may be one of Sandbaai’s last opportunities to create a major public community park. We believe that opportunity is worth protecting.

Why now?

Sandbaai’s remaining open space is already under pressure. Without a long-term plan, neglect and inappropriate use can gradually erode both its community and environmental value.

READ MORE: What’s happening to the land? ▾

Parts of Sandbaai’s remaining open space are currently vulnerable to neglect, dumping, environmental damage and uncontrolled use.

Residents have raised concerns about a number of activities occurring on the land.

Dumping and neglect

Construction materials and other waste have been left on portions of the open land over time.

Land that is not actively managed can quickly become degraded and lose its value to the community.

Even satellite photos show the dumping of construction materials and stripping of the soil by soccer players (top centre)

Damage to indigenous vegetation

Residents have reported people removing indigenous plants from the land.

The loss of established vegetation damages the character of the area and reduces habitat for local wildlife.

Vagrants destroy established flora and leave rubbish and faecal matter throughout the park

Wildlife

Sandbaai’s open areas provide habitat for local species, including tortoises and birds.

Residents have reported wildlife being disturbed, injured or killed, as well as traps and snares being found in natural areas.

These reports reinforce the need for proper management and protection of the remaining natural areas.

Herbicides that kill everything were indiscriminately sprayed, leaving swaths of dead soil and pits were dug to trap tortoises

Informal recreational use

Parts of the land have become informal sports fields.

We support the need for sport and recreation, but unmanaged recreational use can create conflict between different users and can damage areas that should be protected.

What was once covered in native vegetation is now a dead zone, trampled by soccer players

A better way

The answer is not to prevent people from enjoying the land.

The answer is to provide properly planned spaces for different activities, while protecting areas that should remain natural.

Sandbaai Park can replace conflict and neglect with planning, access, safety and responsible management.

READ MORE: A resident’s experience: why safe public space matters ▾

The need for properly planned public recreational space is not theoretical. It affects real families.

A Sandbaai resident recently shared an experience that illustrates what can happen when different activities are forced to compete for the same unmanaged piece of open land.

Recently a friend took her five-year-old grandson to the area where the soccer players play because there is no other open ground for him to learn to ride his bicycle. She went an hour before the soccer players usually arrive so her grandson would have plenty of room.

She was walking her dog around the bushes when she heard the soccer players arriving early. She called to her grandson to go to the car.

She then watched in horror as one of the soccer players took a ball from his bag, placed it on the ground, took aim, and kicked it directly at her grandson’s head. It hit him in the helmet and knocked him off his bicycle into the dirt.

His grandmother had to comfort him, control her dog and get them safely back to the car.

No child should have to share an unmanaged open space in circumstances where something like this can happen.

The lesson is not that one group should be excluded from recreational space.

The lesson is that different activities need properly planned spaces where people can enjoy them safely.

That is one of the reasons we believe Sandbaai Park is needed.

Replace a problem with a solution

We don’t simply want to protect vacant land. We want to give it a purpose.

READ MORE: What will Sandbaai Park provide? ▾

Sandbaai Park is envisioned as a community recreational and ecological hub where active recreation, community facilities and nature can exist alongside one another.

Sport

Purpose-designed facilities for local recreational and organised sport.

Children’s play

Safe, accessible play areas where children can play, explore and develop healthy outdoor habits.

Outdoor exercise

Fitness facilities that encourage residents of different ages and abilities to remain active.

Swimming and water recreation

A community swimming facility designed to provide opportunities for exercise, recreation, learning and accessible water activities.

Dog park

A secure area where dogs can exercise and socialise off leash.

Nature and conservation

Protected areas for indigenous vegetation and local wildlife, including dedicated conservation areas for tortoises and other species.

Environmental education

Opportunities for residents, schools and visitors to learn about Sandbaai’s natural environment.

Community spaces

Picnic areas, gathering spaces and places where residents and community organisations can meet, relax and hold activities.

Accessible recreation

The park should be designed so that people of different ages and abilities can participate and enjoy the space.

A balanced approach

Sandbaai Park is not intended to turn the entire area into developed recreational space.

Active facilities will be concentrated where appropriate, allowing significant portions of the site to remain green and protected.

Our goal is a park that people can use — and a natural environment for generations to enjoy

READ MORE: The history of proposed uses ▾

Sandbaai’s remaining community land has attracted interest for a number of potential uses over the years.

Some proposals have involved facilities intended to serve communities beyond Sandbaai.

We recognise that the wider Overstrand community has legitimate needs for schools, recreation and public facilities, but this is not just vacant land. Sandbaai Park is unique in its natural features and central location.

However, Sandbaai also has significant and growing needs of its own.

When considering the future of this land, the needs of the community in which the land is situated should be given proper consideration alongside wider municipal needs.

Why this matters

Sandbaai has limited remaining open space.

Every permanent allocation of this land reduces the opportunities available to provide public recreational facilities within Sandbaai itself.

We therefore believe that before the remaining land is committed to another use, the community should have the opportunity to consider a comprehensive long-term vision for its future.

Sandbaai Park provides that vision.

Why safe public space matters

Behind every argument for Sandbaai Park are real people — parents, grandparents, children, athletes, dog owners and residents who simply want a safe place to enjoy their community.

Health and wellbeing

Accessible opportunities for exercise and outdoor recreation can encourage healthier lifestyles and improve quality of life.

Children and families

Safe public spaces give children somewhere to play and families somewhere to spend time together.

Sport

Local recreational facilities can encourage participation in sport and provide opportunities for residents of different ages and abilities.

Seniors

Accessible exercise and social spaces can help older residents remain active and connected.

Environmental protection

Protecting indigenous vegetation and wildlife can preserve part of Sandbaai’s natural character while creating opportunities for environmental education.

Community connection

A shared public space can bring residents together and strengthen relationships between neighbours, organisations and community groups.

Local businesses

An attractive community destination can increase the appeal of Sandbaai to visitors and residents and potentially bring additional activity to nearby businesses.

Property values

Quality public amenities and attractive green spaces can contribute to the desirability of a neighbourhood.

Community pride

Perhaps most importantly, Sandbaai Park can become a place that residents are proud to call their own.

A place built by the community, for the community, can become a legacy for generations.

SEE THE PLAN →

This is more than a park

Sandbaai Park is an opportunity to turn underutilised land into a lasting community asset.

It can improve quality of life, encourage healthy lifestyles, protect our natural environment, support local businesses and become a source of pride for the entire community.

Sandbaai has the land.
Sandbaai has the community.
Now we need to protect the opportunity.
